well, dont "always lol". there are some cars where you actually do "chip" the car. audis and vws are perfect examples. you actually do swap a chip on the ecu, and you actually do gain in upwards of 50hp and 80tq. something similar to this GIAC chip for a b5 a4 1.8t

having said that, that chip you're asking about isnt a "chip". its tomfoolery. a resistor or something of the like connected to tell the car you're getting colder intake air, so it runs more slightly more timing and fuel. the picture on their website is a joke.

Actually there's something like that for bikes and it really works...it tricks the bike into thinking it is in 5th or 6th gear in all gears except neutral (so it will still idle) yet it will display the correct gear on the gauge. The bike might be detuned for civility, noise limits (closes exhaust cutout valve in certain bikes honda/kawasaki) or even speed limited depending on gear and the unit unlocks it all by tricking the ecu into thinking it should be on 5th gear map (hypothetically the strongest map) and then tricks the speed limiter away in 6th gear also ie hayabusa

After reading some EFI/tuning books and personal experience, I'll never "chip" a car. There's way to many variables to consider to get a chip right. Just street tuning my SRI vs my CAI on my H22, made a HUGE difference in the whole powerband. It was like completely retuning the car. This is why tuning is so critical to making power.
