Default Hondata reflashes

Does anyone know if Hondata's Toda version reflash is a FULL ECU re-tune? I'm talking about all throttle positions and rpm ranges, not just a full throttle re-tune. I know from tuning motorcycles with Power Commander software that headers and other breathing mods can drastically change the a/f ratio (particularly at the part throttle and cruise range). Has Hondata optimized this?

I believe the flash is overall powerband as they took awhile to bring it to market using a forum member's car from here.

hondata's tuning is WOT only. the ecu automatically adjusts a/f to 14.7 at any throttle position except WOT. at WOT the ecu reads from a base table that hondata has adjusted based on their dyno tuning for the reflashes.
