Being bright and being bright inside of a reflector housing are completely different. 

These 3W Luxeons are known for their wide dispersion, as well, the bulbs all have radially mounted LEDs for full coverage to take advantage of the reflectors. If you do a bit of googling, you can tell that 3W LEDs are as bright or brighter than conventional bulbs, even inside the housings.

No PnP bulbs will work correctly, there is a reason why they are not DOT approved. Yes the luxeons are bright but without proper optics they are useless and most reflector housing are not "proper" by any means.

You can also buy a flasher designed for LEDs...they sell ones that are straight PnP. Better option IMO because there's no chance of mutilating OEM parts and it's much faster and easier.
There is nothing wrong with the LED's blinking if you did as Spec_ops, and I did...
Very simple. Only 30 seconds per side, and $1.99 for each blinker.
