If tuned correctly you should not hear/feel vtec engage. Vtec is supposed to allow the engine to continue making power at a certain rpm by rolling to the highcam. It should not be a burst of power... Honda motors have terrible vtec dips from the factory. This is why people pick up so much power just by lowering vtec and doing a slight tune.

You can lower vtec to 4500 with the chrome unit? I haven't gotten mine yet that's why I'm asking? Could you pm me some info on that?

its already done for you with the chrome unit. you plug it in and its already done. once you recieve it its very simple to use.
