Starting to mod
I run on stock suspension height with mods on intake/ehaust and I drive the car daily in the city within california.. It wouldn't feel comfortable around the bay area if I drove on stiff coilovers and I would start to barf because the city is too poor to fix all the potholes on the street. Stock height still looks appealing to me and I still manage to go over speed bumpers and steep driveways without a problem.
IMO do whatever you want and if the roads you live at are smooth without big hills or speed bump then hell yes get stiffer suspension.

The problem with getting only lowering springs is the stock shocks are valved for the stock spring at stock height. There are a handful of springs out there that will compliment the valving on the stock shocks(eibach being of them). I had springs(eibach's, drop 1 in. all around) before going to coilovers and I received compliments on my setup. People told me that they were perfectly mated with the stock shocks. But after awhile I wanted to be able to adjust height to my own preference(not dumped, hate that shit) and adjust compression/rebound individually. A friend that has the same year car and color is on esperil springs and won't stop complaining about how much worse his combo was when I had the eibach springs.
I believe one of the cheapest coilover setups(that's decent and track-able) is the Koni Yellow shocks/Ground control spring & sleeve combo. Just about a grand if you know where to shop. Next step up would be the Bilstein PSS9 coilovers which are around $1300.
Onto the Modding:
If you are modding N/A then you are mostly modding for the car to sound better and better throttle response.

'07 S)Injen CAI, Berk 70mm TP, Greddy SE dual(70mm splits off into 2 60mm pipes).
Friend's mods
'03 S) Fujita CAI.
Did a 3rd gear 6k+ run and were both dead even...Seriously, WTF???
My CAI and exhaust both came with dyno slips showing about 11whp gain each. The TP was showing gains of around 6-7whp from other members on here. I should've walked him easily but didn't...So here is the final verdict. If you want power go for boost(turbo or supercharge). Guaranteed power gain!!!

im still at stock height (for now anyways might do a slight drop later on) with mods and get compliments all the time, iv got hks exhaust with k&n fipk wheels clear sidemarkers and the new hardtop. next are a lip and maybe a spoiler.
