From the looks of the resonator it appears to be a spoon piece. So if you phrase your question like " should I spray paint my jdm exhaust?" Or leave it alone? Its your piece but I wouldn't sell mine to a kid with a civic because he was gonna hack it up. Use derusting agent on it. 6.99 at advance.

I am not sure it's rust. I even tried to scrap off the stuff with my nail, a knife, and so forth. Discoloring from the heat in the metal? Maybe not so fixable?
