which is the cheapest way to get 260whp?

The most simple solution is a used greddy turbo kit. Use stock exhaust, cat, and everything needed to keep the car carb legal u have ur 260 reliable hp.

I just saw you need it for nasa. I say screw the power adders all together and use things that will increase your cornering speed like brakes, coilovers, sway bars, weight reduction ( take out the soft top and that wall between the driver and the trunk), roll cage, and wheels

Make a list of modifications, prioritize them by $ to mass/power or handling/traction.

Practice, Practice, Practice
1. Get on the track and get a coach
2. Autocross
3. Learn your cars limits

Most important is wieght reduction, lower mass means
1. Faster acceleration
2. Better handling
3. Faster breaking

Traction
1. Argueably better acceleration with more tire to the ground
2. Better handling
3. Faster breaking

Handling (Springs first)
1. Lower center of gravity better handling
2. Stiffer springs less body roll

Power
1. Faster acceleration

260 NA horsepower at the wheels is basically impossible. You'll be able to get 260 at the clutch, but never at the wheels, and you'll be spinning 10k+.

So if you really need that kind of power, you'll have to go forced induction.

stroker kit....... i know inlinepro hit 300whp with their 2.9, but i dunno how much it cost.

Besides a greddy bolt-on turbo kit (keeping it n/a), i'd say either ITB or stroker kit

Pretty much agree with this. The most important thing after practice is grip. Maximize the rules on tire compound, width, suspension and aerodynamics before power. Actually weight reduction before power to meet the power to weight regulations.

From personal experience aerodynamics is a big effect, adding a rear wing got 4 seconds off a 2:30 lap at my local track. I'm estimating from my datalogs that +80 to 90 hp (bolt on supercharger) would only get 2 seconds. Of course this would be track configuration dependant.

If you know all this already and power is the final piece to the puzzle, the best way to maximize the rules is a turbo that fully spools early and cap the boost at whatever gets the required hp. Not just peak hp but the max hp over all the RPM range you'll be driving at. Just like a WRC rally car. NA at that power level is going to be $10K-$15K for a "reliable" road race engine. Don't get the extreme stroker kit, it will not last and is essentially a drag race engine setup.

Go buy stroker kit! F20C with 2.2L stroker kit will give you at least 270hp.... but then around 240 on the wheels...

It never ends! I'm coming from a 160hp civic si to a 240hp s2k, and I'm already starting the feel the urge for MOAR!!

the problem hitting numbers NA with the f2xC motors is the lack of a good cam.

250 "shouldnt" be too hard.

I hope to hit 240 this week when i hit the dyno, i'm still on the stock intake manifold, throttle body and cams. There are 20-30hp locked up in those 3 things easy.

I did all the work myself and probably have $3000 in my setup so far, Including all the boltons.

add ~700 for a good intake manifold, ~150 for a throttle body and ~600 for some cams... $5G's should do it so long as you can build a motor and do all the work yourself.
