2004 S2000 goes to A Stock!

After Banannie's post in another thread, I had to go check if, by chance, the Feb. Fastrack was out or not. Well, it is! See page F33.
Even more interesting is a request for member comment to move all S2000's and 97+ Boxsters to AS! I don't see how this is a good move for BS, the largest class at this past year's nationals. I quote, "The SAC feels that the new S2000 should represent an improvement over the current car. The differential between BS and AS now is relatively small and the '04 S2000 should be competitive in AS. This move protects current participation in BS and provides growth opportunity for AS."
#1 - I don't see how this would "protect current participation in BS" if on one hand you tell me the '04 should be faster, but you want to move my slower car (00-03) into the faster car's class. That sounds like a good way to drive out the majority of current BS participation.
#2 - I don't see how one can possibly provide reasonably constructive feedback to the SAC or SEB until at least the middle of the year. It will take a while to see what a fully developed 2004 is capable of.
Andy, are you lurking out there? I'm curious as to your thoughts on my two points.

Upon rereading the paragraph, it sounds a little strange:
Everything from "The SAC feels..." on makes a lot more sense if you read it as referring to classing the '04 in AS, not moving the '00-'03 to AS.

The SAC has requested member feedback regarding the following proposal: Effective 1/1/2005, move the Honda S2000 ('00-'03) and Porsche Boxster ('97+) to AS (ref. 03-791). Comment: This proposal accompanies classing of the 2004 Honda S2000 (see Tech Bulletin below). The SAC feels that the new S2000 should represent an improvement over the current car. The differential between BS and AS now is relatively small and the '04 S2000 should be competitive in AS. This move protects current participation in BS and provides growth opportunity for AS. It also provides a method for longer term ('05) classing strategy to be possible if supported by member comment.

I see this as a good thing.
I'm not on the SCAC so I can't speak for them, but if I were on the committee, my thinking would go like this...
- no one knows how the '04 will perform at this time
- it may be faster, it may be slower, it may be the same
- BS was huge as the 2003 Nationals
So put the new car in AS for a year. This prevents putting a potential overdog in a well subscribed class.
If it does turn out to be faster, then they did the right thing and no one is upset (except maybe '04 drivers who run against the Boxter S).
If it turns out to be the same or slower, then maybe move the '00-'03 up to AS with it.
Either way, don't piss off the existing competitors and wait until there is more data before deciding what to do.
Like I said, this is just my conjecture, but it makes sense in light of the quotes that Steve listed.

Exactly what participation is being protected? Suddenly an old Porsche becomes the car to have again. Or a new $50,000 car. There's what? Like 5 of those being autocrossed? Could someone fill me in on the piece of logic I'm missing?

Damn... for me, it'll be hard as hell to deal with in AS since I'd be running with the 300HP AWD STI. On our local course, I really believe that it favors the AWD turbo setups with the poor track conditions.
I guess I'll need to shape up that much more in order to be noticed in AS.

I'm NOT trying to through gas on the fire of the '00-'03 Vs. '04 debate, but it seems extremely presumptuous of the SCCA to make a blanket statement that the '04 will be so far superior that it needs to be moved up into AS.
