Total toe is length that is dictated by overall tire diameter and degree of angle which will always be the same regardless of overall tire diameter.

The overall diameter of the wheel has absolutely no effect on the angle of the wheel. The angle remains the same.
^I doubt he meant camber because that wouldn't be referred to as a "total" number like he asked.
On a 25" wheel & tire package 2 degrees of toe would be .436" or 7/16" so total toe would be approx 7/8 of an inch. Certainly not ideal for performance or tire wear. Whether it's possible is irrelevant because you wouldn't ever want it.
