After deleting several possible responses, I guess I'll just end up agreeing with you. Yes, this obviously is hard for you to explain.

This might be a stupid question, but my car rides pretty rough do to my suspension setup, and sometimes if i hit a bump at lower speeds it will transfer the movement to the throttle pedal and foot and make the car do the chugging throttle movement back and forth.
This has nothing to do with your engine moving and everything to do with your foot moving relative to the pedal. Remember that an object in motion tends to stay in motion. Your car got bumped but you didn', so it will move relative to you. The seat tends to do a good job of transfering this motion to your butt, but nothing is there to do it for your foot that's hanging in midair.

Its not bouncing around, its just really really stiff so if I'm taking a turn slow and dont really have much pressure from my foot on the throttle when the car hits a bump it will hit my foot and make it jerk slightly... hard to explain I guess.

If I take a turn and have more pressure on the throttle it isn't a problem.

Im just wondering if one of these dampeners would help the situation
I'm too exhausted to explain this can somebody else please educate this guy?

I was actually thinking about these today... This might be a stupid question, but my car rides pretty rough do to my suspension setup, and sometimes if i hit a bump at lower speeds it will transfer the movement to the throttle pedal and foot and make the car do the chugging throttle movement back and forth. Nothing severe as the look of someone who is learning how to drive a manual transmission, but just a bit annoying. Would the torque dampener help to alleviate this?
Looks like the piranhas got you. The answer to your question is "no."
