Might be either. Don't bother getting them "turned". Just try a high-temp, abrasive pad. Either it will eat away the other stuff and the pulsing will disappear, or it won't.

A lathed rotor is just going to crack so quickly that that you are better off just replacing the rotors. At least, that's my experience.

ps. Your pictures clearly show that (like we said) the destroyed rubber part you are worried about is the dust boot. IMO, if you plan to keep tracking the car then you should just yank that sucker out of there and be done with it. If you replace it with a new one, it will just melt away like this one did.

I've run without that dust boot in there for at least four years, with no sign of any resulting problems.

And another question.... What is the difference between CTek and Centric rotors except that the CTek are half the price....? They are both made by centric.
