Hpde and Cusco cage
Legal? No state laws I know of require cages.
Individual tracks have their own requirements for liability purposes. Heck, we drove our pickups and camper trailers around Watkins Glen without roll cages. Fast enough for most of us.

It depends on the organization/track, but I would suggest getting a real roll bar or having a cage built to organizing body spec (wouldn't do a cage if you're planning on driving it on the street). I wouldn't trust a Cusco cage, even a Safety 21 (the supposedly safe Cusco brand) as they both compromise the front supports to avoid cutting the dash.
Cusco/Stand21 and Euro/Asian built cages I'm aware of use 35mm tubing. All American sanctioning bodies that I'm aware of have a minimum requirement of 1.5", which is 38mm. That would make them non-compliant based on tubing diameter before you even get to design discussions.
