IMO, electric motors found in an open basement for a sump pump, well pump, oil pump, blower, etc., couldn't possibly generate a high enough ozone concentration to hurt tires stored in the basement.

The only way a sufficient concentration of ozone could be attained that would possibly damage tires stored in the basement, is if a specialized high voltage ozone generator was being used in the basement to control a must/mildew situation by "purifying" the air with ozone.
