On the sheet, they are using the " symbol for inches. All the stuff in degrees uses decimals for fractional degrees. 0.20 seconds is not much toe at all. They probably couldn't even measure that. What you got was 0.20 inches per side, and it should be more like 0.10 inches per side.

How clear is that?

The shop was very cool and did the rear toe again no charge.

We did .14" per side. Just a bit more than 1/8 inch per side
