Default Shock stiffness

What would be the effect to having a softer shock setting in the front than the rear? Would the car rotate more or less? Would it be more likely to under/oversteer?

It would oversteer.

Soft front shocks will allow weight transfer to the front, making the rear lighter and more prone to sliding.

So if I soften the rears and leave the fronts stiff, will that help to keep the rear planted around cones and sweepers?

If you soften the rears and leave the front stiff it will probably keep it more planted around cones and other transient maneuvers but the car might not rotate as well as it will have "transient" understeer.

Dampers shouldn't have much affect on steady state cornering such as sweepers, only in transients as you enter a turn or exit it.
