Tim, I'm writing a letter for clarification but at the end of the day, removing a knob is technically removing a adjustment point. I see no issue in either method.

I suggest you become comfortable with defending what the rulebook says. If the rulebook says two adjustments, prove that you can only make two adjustments. Don't let qualifying adjectives stop you from thinking about what the critical part of the rule states.
Where is the line for adjustment drawn? What's the difference between opening up the shock to put in a shim stack, vs removing a cover to change the characteristics of the shim stack? both are adjustments, one is more difficult than the other. Difficulty is not defined.
