Wrong answer. Take a look at fuel maps, even at full vacuum you still use more fuel at 7000rpm than at partial vacuum at 1000rpm. I do agree with the rest of what you said though

Your engine does not inject fuel when you are at zero throttle position. Take your foot off the gas while the car is in gear and not at or below idle and the engine does not inject fuel.
