Contact the authorities. No doubt that other forum has the IP address for the account holder, however that only proves that his computer posted the thread, not the individual. You will have a hard time getting a conviction just because of the timing delay and vague internet evidence laws. They may be able to do something, maybe not. Your best bet is for the authorities to try and coax a confession with existing evidence.
