Well my friend...if you saw "the" intercooler (singular) then it was definitely a modded Z as the FMI (front mount intercooler) is available but usually if a Z owner wants to spend a grand installing that, usually is after he is at least at a stage III+ (400hp+)....of course, you could have seen either the oil cooler for the tranny. On the other hand if you saw the intercoolers (plural, which Z's have, one per side) then the story makes more sense.
Even a stage II Z (90-95) would have taken you (equal skilled drivers). A stock TT, in descent shape will give you a run for your money....add a cat back (which is what you probably saw = 10-15hp to the wheels plus the intake (about that much) and you are simply toast...add a computer (40-45hp to the wheels) and then you are S2roast.
Everything...almost, is possible on street racing but if in fact the guy had messed with the boost or the "turbo" as you/him claimed either the guy was missing his right foot or he simply was playing with ya.
Not racing the flag but lots of things could have happened.

Anyway, like LA-Z said, it might not have been a TT. You said the guy said something about "turbo," but that it was hard to decipher due to traffic noise. Perhaps he said he was NOT turbocharged?
I guess I should use smiles a bit more...
.
J/K . Anywhoo, I asked the guy "Hey, is that NA?" He said, "No, Turbo." I said, "what else have you done to it besides the Exhaust?" That is when he said something about the Turbo but the traffic noise became so loud I couldnt hear him.
