That's definitely true, but couldn't it be said that someone who gets jailed for street racing before having killed anyone is being punished a little more harshly than someone that has actually harmed someone already? How many of those that prey on children go a little further to hide their crimes the next time? Useless debate either way, since it won't change the fact that street racing is the crime of the century. I've been nearly killed by more old people and people blabbing on cell phones more times than by street racers.
I'm more frightened by the soccer mom in an SUV doing her make-up while talking on her phone than I am of the ricer in the 2000lb hatch revving and focusing on the road ahead.
