They've only been out since MY 2000.
I suppose the cheapest ones would be around 14k or so. They cost 19k brand new.
And Kleefton is estimating on the high side there. An even cheaper option is a JDM B16A/tranny combo, which can be had for about $1000 used with a short warranty. With the remaining $6000 he had budgeted for engine/mods you can pick up an off-the-shelf turbo kit for less than $3000, a Hondata ECU for $1000 and a good 3" exhaust. On pump gas you're looking at about 250 whp in a 2200-2300 lbs car without stripping it. Good for 12's on slicks. If you spent the extra dough left over on rods/pistons (about $1000 w/labor) you could see closer to 300 whp.
Another good option if you don't want to swap engines is pick up a 4th gen Civic/CRX. On the stock block D16A6 engine (Si models only) you can run mid 13's (vs. mid-16's stock) for about $4000 and even get through emissions in Cali. This is for an unstripped, daily driver on pump gas mind you. The basic car will cost you, on average, about $3k. You have to build the bottom end to go faster though.
Best option though is still a 5th gen Civic hatch, and they handle very nicely too - especially wiht some Integra Type-R suspension parts. That's what's really sweet about the 5th gen hatches. You can get them to run fast in all venues (road course, auto-x, drag) with just OEM Honda parts and a couple bolt ons. Very reliable and fun.

If a GSR hatch is losing to a b16a2 hatch, something is wrong with that motor. Even if you compare the Si against the GSR, although the GSR is heavier, it stills pull on the Si by third gear. I don't know where you got that b16s have awesome top speed or top end whatever. In my experience racing my friend's GSR, it always pulls me on top. And my car is a strong Si. I guess you can say the B16 holds its own on the top end, but the GSR is better up there. Tell your friend to get a new motor.
No argument here, Turbo LS's rule. But keep in mind I've seen a stripped GSR hatch run 13.6@ 101 on slicks but everything was stripped inside. The motor was stock except for I/H/E, of course. Most of the time, like I said before, these hatches run somewhere around 14.3 with full interior and street tires, trap speeds are around 96mph or so.
Well you're talking about an LS/VTEC, which is even torquier than a GSR, and he probably has a higher compression as well. What's the margin he beats the GSR hatches? My guess would be 2 car lengths at the most.
Yeah the JDM B16a's are stronger than the USDM B16as, but they're still not as powerful as the B18c1s. Go to a hybrid site and ask around, see what these guys are running. Don't just base your opinion on what you saw with your own eyes.
That's clearly a weak motor or your friend can't drive for his life. 15.9 is even slow for a stock 99-00 Civic Si. That's what a stock Integra LS will run with a great driver. Shame on your friend.
FYI, the AWP Engine code 1.8t GTI (2002) is making a lot more power than stated. My friend and tech who built my S4 ran a 14.007 @ 103 with JUST a chip and exhaust. Full interior and street tires. This was in 94 degree weather! Pretty damn impressive if you ask me.
I am completing my second 5th generation hatch swap with another b18c1. In the next month i plan on taking it to the track and running it against my s. if anyone is willing to host the vid i can email it. I am hoping for low to mid 14's in other words runnin right there with my s2000
