2003 or 2004 decision
I think it should come down to your personal taste! I do not like the new wheels on the 04 and the front bumper is seriously overdone and looks WAY to aftermarket looking ;so for me the last of the 9000 rev monsters is the way to go!!!!!!!!!!!!!!!!!!!!!
OK so now you're going to start a holy war here
. My only suggestion is that you drive both and find out which one YOU prefer! They're both great cars and are fun to drive but don't ask us to decide
All other things being equal there isn't a MY00-03 owner that wouldn't like the 04 midrange torque if they could keep the 9K redline. That said there isn't a MY04 who wouldn't want the 9K redline too, if they kept their midrange torque
Now onto other issues are you buying the MY03 used or new. If you get it new you get 3 years warranty but used you may only get 1.5-2. Can be a big deal for some. Also do you think you want to keep it for 6+ years? If so then depreciation does not matter, but if not then understand even new you've lost about $3,000 on the MY03 when you drive it off the lot.
Personally I don't think you'll go wrong either way but there's alot to think about

They are both quicka$$ cars and I would get whichever one you can get the best price for. Personally I got a great deal on the '03 and I really wanted the 9k redline. 9,000, you just cannot beat that high of a redline.

i have driven both, the 04 is torquier, the 9k redline is more fun, i thought that the redline came by very fast , maybe i am not used to it, on another note there is a brand new 03 berlina in my area, you can get a heck of a deal on it,

I'm also in this dillemma.. Honda Canada supposedly might still have some new 03's in a warehouse here and a good deal could be had. 6,000 off msrp if not more. Canadian. The best price I've heard of for a 04 is 3,000 off msrp.
i think one more thing to take into consideration is the fact that many of the mods around here were made for the pre-04's. not a big deal if you're not doing to do something like clear out the headlights or run sc (which is going to be released soon for the 04, if not already).
but the cosmetic stuff of the new 04's didn't make much difference to me since i'm basically taking the car apart and putting my own gear on there anyway.

What are you going to use it for? Street driving...'04.
Modify the nth degree: you need to pick the styling you like.
Going to race or autocross primarily: '03.But this assumes you are changing the shocks, front bar, and tires.
S02 tires were obsolete in '99 when the car came out. The '04 has a nicer interior and much quieter, smoother ride.
An extra 3000 rpm to play with is great on the track. Adds flexibility.
