Default About the dead end of the exhaust!

I don't know what to do,I was hoping to find info here but I didnt.I saw that there was a dead end pipe on the exhaust between the cat. conv. and the first muffler.I want to cut it because I think that it holds up gases.its in a form "T". should I do it. because I have seen these kind of things on a scooter.

Leave it alone. It dampens the exhaust harmonics at certain rpm's.
