doesn't a front lip just slow the car down? I thought it's only advantage is looks and possibly adds stability during high-speed braking...this true??

While a rear lip spolier may add a small amount of drag...it actually reduces a larger amount of drag behind the car. A large portion of the drag on a car is a result of the turbulet eddy that develops behind the rear bumper. A small rear spoiler can clean this air up a bit and provide a smoother separation that will reduce the drag. Without getting too complicated...
I am not refering to a whale-tail, but rather a BMW M3 style spoiler here.
With the front end, the less air that travels under the car, the better. A front spoiler will add more frontal area, but it may potentially reduce drag elsewhere enough to have a negative net effect on the overall drag.
Of course, none of these lip/wing effects really come into play until 70/80+ mph, so most of them are for looks alone.
