While I agree that people on cell phones can be a danger (I'll also admit that I talk on the phone in the car occasionally, albeit with a handsfree cord so I can put the phone down) there is one minor problem with the above idea:

It's not illegal to talk on the phone (at least not around here).

I would think this coupled with the ringer on vibrate, could be VERY distracting, but that's just me. Perhaps you are used to the sensation.
