Jeremy Clarkson is the most caustic reviewer on the planet, so to conclude with "It is a wonderful car, almost certainly the most impressive I've driven since the Ferrari 355" is absolutely no mean feat.

He tends to exaggerate, and gets a bit caught up in his own gravitas. Exact technical details are not his thing. He just gets in a car a floors it, then reports on what went wrong - in this case not much - he actually seemed to enjoy it. Hence the reference to 10K RPM is his just way of saying "red line, what redline?" (Note, he did use the word "theoretical" top speed etc.).
Context: They (the British) were enjoying a peasants revolt at the time of his writing - people were blockading gas depots. As he stated at the begining of the article he was supposed to be reviewing some boring econo buggy, but got an S2K on the fly.
Also, while the S2000 may be considered economical here in the US, it is not so, in context of other cars on the road in the UK. (Two other vehicles I own in the US have 5.4 and 5.7 liter engines - my UK relatives just laugh - gas is 4 times the price over there, so economy is important).
