don't know about australia or some of the US states that have posted on this thread, but in Maryland it is illegal to have something covering your plates, even if it allows the plates to be viewed (eg, clear plastic). however, it must not be enforced too much, as I have seen many plates with those tinted plastic covers (don't think they are "photo-foilers", ppl must think it looks cool)
