Nobody is talking about legal blame or fault.

Of course the tailgater is the instigator.

but why not AVOID the problem in the first place? It's obvious that he lead the truck to do it, he admitted it.

Tailgating is DISRESPECTFULL. If somebody can't overtake, then they probably shouldn't be running in the first place.

Blocking on a two lane highway is a differen't story. If there are two cars running side by side with one another and there is a car that want's to pass, the jackass on the left should pull over.

On a one lane highway, a car should not have to pull over unless they are going below the speed limit.

Usually, when a car closes on me from behind, I speed up, thus I shouldn't have to pull over. If a car closes on me and I don't want to go any faster, they are either going to have to overtake me, or follow me. If I am going 5 mph over the speed limit, I should not have to pull over. If they can safely overtake, then so be it. If they can not safely overtake, then that is too damn bad. Tailgating is straight up disrespecfull. Either someone is going race you, or someone is not going race you. If someone is not going to race you, they shouldn't have to pull over unless they are blocking a two lane road, or traveling at an unreasonable slow speed in a condition that will not allow a faster driver to safely get by.

Not only is tailgating disrespectfull, it is againt's the law.
