Does the current owner not know? I'd get a carfax. This is in VA right?
The car is in Culpeper, Virginia. The owner has a Carfax Report and has shown me a picture of the title. It clearly states "Not Actual Mileage" on both the car-fax report and title... but in his ad he says "Clean Title in Hand"... I don't think he realizes mileage discrepancy also brands a title
Don't get hung up on semantics. To many (most? only a few?) people a clean title is one not encumbered with a lien. Instant title transfer. Bring cash. Drive away. Nothing do to with the car's condition. Not seen too much information on how to diddle the S2000 odometer short of an ECU replacement. This supercharged?

That's how I feel about it to be honest. So long as it hasn't been in a major accident (i don't even mind minor ones to be honest)
Not supercharged. The only "power" mods i've seen from pictures is a really shitty looking intake. Maybe the dude still has the stock stuff lying around.
