Default Buying a non op s2000

How much would it cost to get it back on the road? Seller says he paid non op fees, car is smogged and tags have been expired for about 2 months. Its a my2000 with ap2 motor 70k miles for 10,800. Is this a good deal?

Can't way for sure. What makes it non-op?

Just because the seller doesn't drive it. On the autocheck, it says
Registration Event/Renewal 10/15/12
Passed Emission 10/24/12
Title 10/25/12

I should be in the clear, right?
