a/c and heater question
Well if you don't want any air coming out whatsoever, just hit that button that recirculates the air in the car instead of having the outside air coming in. Is that what you mean? The a/c shouldn't "stay on"...

like when i put my hand over the vents i still feel a little air comming out and with heater it is the same thing, some warm air is comming out . it doesnt completely turn off. so im pertty much wondering if this is normal
This happens in every car. If you have it on the setting where it is drawing air from the outside, the air is just rammed into your vents. If you want it completely flow free, hit the button that has the car and a circular arrow inside it. All flow will stop.
If you turn the fan down to zero speed, it is impossible for the compressor to turn on - that is a safety measure to prevent icing the coil. You will still get a little bit of forced fresh air intake at higher vehicle speeds. You can probably minimize that by pushing that recirculate button. There is still, I believe, a little bit of outside air that will come in at speed. After all, Honda does not want you to expire from carbon monoxide poisoning. Tough way to lose a customer.
