Can clutch throw be adjusted?

When you have the clutch pedal on the floor (clutch disengaged) and then release it to engage the clutch, the delay valve restricts the rate of flow of clutch fluid out of the slave cylinder. This prevents the rapid release (and engagement) of the clutch so as to alleviate the shock on the drivetrain.
