Probably. I have recently used ding king (www.dingkingtool.com) and been very happy. Very easy to use and cheap. It's worth a shot.

 

Usually Paintless dent repair is for metal that has been bent or dented but has not broken the paint.

Since the bumper is PPO it is very flexable, if it is a matter of straightening the bumper that has no paint damage you could probably do it yourself.

It depends on how deep the dent is. Remember it is not metal. The plastic will stretch as does the metal, but is harder to put back into form without heat.
