Is this car dropped?
Yep, definitely dropped. If you're going to repaint it in the future just look for a stock S2000 in the color of your choice so you don't have mismatching paint in the doorjams and enginebay. Look over this one very carefully since it's been heavily modified.
I looked at the car in the last pic as to the intersection of the lower crease on the rear bumper and the lower crease in the body, in relationship to the rear wheel well and rear wheel center. I compared this with these relationships on my AP1 that has not been lowered. From this, it would appear that the car in the pic has been lowered slightly.
Also, I doubt that you will find that the car in the pics is actually lime green. I think you will find it in one of the "stock" yellows that have been offered on s2ks -- and may actually be original paint. I think you will find the green tint in the pics to be an error in the photography method, whereby the color of the pics is "off".

OK, now I see from your last pics. I was looking at a pic posted by another poster of a true yellow car. I see now that the body of the car is not a Honda color, and that it appears even more to have been lowered. As the car has clearly had a repaint, the quality of that comes inot issue -- which can only be determined by personal inspection -- perhaps by an independent body shop expert.
