after getting d*cked over with a ticket for my STOCK Xenon headlights, I am a little apprehensive about doing anything to the lights

The law (federal) requires two side reflectors at night. Wether you get popped depends on whether your side markes are reflective at night..........

In California, the law says that front-facing turn signals can be clear or amber and that side markers must be amber. Using amber lamps in the sides with clear lenses meets that requirement.

You need to check your state's Department of Motor Vehicles laws to determine what's legal in New York. I don't know that the states are bound by Federal mandates in this area.
