Engine on, headlights on. I have had two occassions in which drivers started to pull out and then quickly braked with the nose of their car just short of the edge of the road. I have 14K miles on the car and so this doesn't happen that often but I have to assume that my HIDs prevented them from pulling out.

On the issue of foiling laser with HIDs; Police commonly aim at the headlight reflectors if the front plate is missing. I would think that since laser and headlights are different frequencies headlights of any type wouldn't matter.

It usually takes more than just bright headlights...

Car and Driver (I know, not everybody's fav mag around here right now...) did a test regarding this effect quite a while back. They tested different variables to see how each affected detection range. On a black car (can't remember what model), with no front plate, headlights on, and an extra row of driving lights installed, the laser gun wouldn't return a reading.

Also, I forgot who made it, but there used to be a device that was installed in a front license plate frame that would emit an opposing IR beam when it detected a lidar gun's signal, thereby making the car invisible to lidar. It was connected to a detector in the car to warn you to slow down, since the protection only lasted a few seconds, or else the IR transmitter would burn out.

No daytime headlights. IMHO should be reserved for motorcycles and emergency vehicles.
