Default Does the tsb 054 apply to all s2000?

I have an European s2000 and i went to the dealer with the tsb 054 from the web and the parts on the tsb 054 didnt show on the list on parts on the CD of honda parts. So he said that that is an American car problem. I hear difference in decelerating from 4000-3000rpm. Thats why i went there in first place. Well is there a difference?

Technical Service Bulletin

It's a document Honda gives it's people to conduct fixes and so forth on the cars.

TBS search will provide much more info.
