Does the ECU become reset when the battery is removed?

I've heard of cars where the ECU needed to retrain after removing the battery, and there were recommendations on how you drove immediately following the removal of power.

I'm also curious as to how the ECU works...what overall effect it has on the car. Does it constantly adjust?
