I saw this part mentioned in a thread once, but today is the first time I have seen a pic.
It's a bracket for the front licence plate that flips up at speed, increasing the airflow to the radiator.
It's damn ugly, but a good idea. I wish someone would make a refined model out of black ABS, or [the magical] CF.

Put your hand out of the window while you are driving. This same air pressure pushes back the lower portion of the licence plate, because the bracket is hinged. Then, the licence plate doesn't block the air flow as much as when it is hanging straight down.
When the car is not moving, or moving slowly, the licence plate hangs down in the normal position, perpendicular to the road surface.
Hmm i think after that explanation I would agree with Redline. What would be handy though is one which changed the plate from an illegal spaced one to the regular plate, when any cops about, just hit the button
