Front Bumper Question

Default Front Bumper Question
I was wondering is that plastic piece that is on both sides of the bumper the one that people cut slits or cut out form the bumper molded onto the bumper so cutting is the only solution or is it bolted on....Probably a dumb question, but if anyone can help that would be awesome!

Did anyone cut out the 04' 05' vents that kinda block the airway for a cold-air intake?
