Your dealer (or other Honda parts source) has body-colored plugs that go into the front license plate holes. Use some loctite or crazy glue to keep them in or they'll work themselves out from vibration very quickly.

Don't have any suggestions about holder screws.

 

I've never had a problem with my bumper plugs. They should push back in nice and tight unless they've been damaged during removal.
