I don't think that throwing away the plugs is part of the state law. I had to order mine through the Honda dealership. I think they cost around $12, which is a f*cking rip-off! You paid for the plugs. I'd go back to the dealership and demand them. If they don't have them, they will just have to order them for you.

I got mine for free from a dealer. He at first told me he didn't have any so I asked him if maybe the prep technicians would have some. He came back with a plastic bag FULL of them and let me take what I wanted.

My S200 came without the plugs. I went back to my dealer/salesman and he got them for me. I just asked very politely for them and he was able to produce them. Now I have to decide whether to remove my personalized plate and install. But at least I have them.

Your dealer should have tons of sets, and shouldn't make you pay for them, they come with the car.

Front plates are required in CO. The car was one off the lot (Deal fell through for the guy who ordered the S2000) and had the frame already installed. I told the salesman that I wanted the plugs. He said, "No problem". He ordered a new set for me, for free.
