Hid Issue
It seems like my passenger side hid is not working properly. The problem is that its not the hid bulb itself. What Ive noticed is that at night, when I turn on my hid's, only the drivers side actually displays light. Both shine but when I cover the drivers side hid with my body, the other barely let out light to display the road. When standing in front of the car, both look like they are working except the drivers side one blinds you more. I thought it was an angle issue. So this weekend, I changed the angle to raise it up and still nothing. I see the line that the hid creates but its kinda yellow and not the standard white and its very dull. Then I thought it might be the bulb itself, so I changed the bulb out of the other hid and same result. So now it seems like its the headlight assembly. I know you can adjust it up and down, but can you adjust it left and right. Even if you can, would it make a difference. Any Ideas.
So if it cant be moved left and right and jsut goes up and down, what can it be. I moved it up and you do see the line when you place the car 10 feet away but its so dim. And the only way to see it is by covering the drivers side hid. If I didn't have the driver's side hid, the passanger looks like when projected like your daytime running lights in strength.

Is it needed. What if I just take it off.

I dun't think you can take off the ballast and the headlight still work.
HID bulbs start to dim after 4-5 years of regular (daily driving) use. They start to look pink ro orange when that happens. If you point your car at a wall (or your garage door) you should see a stair step pattern, stepping up from driver to passenger side. Even a failing bulb will show this.
It sounds to me like your bulb is not seated correctly. If you do not see the stait step, start there. HID bulbs have a small notch with must fit in the socket a specific way to seat correctly.

The night I worked on the car, I unplugged the working headlight. When the passenger headlight was only on, I saw the step you are talking about but it was very dim. It barely shined any light. If I had to drive with only that light, I would not be able to see nothing. Thats when I thought it was the bulbs but found it it wasn't. Is the ballast the round piece in the middle which projects the hid light. I checked to make sure it was installed correctly and it was. There are the two clips which hold the hid in place and they were fine.
The ballast is part #5:

You put the good bulb in the bad side and it didn't work well. Did you put the bulb from the "bad" side into the "good" side. This will confirm it's not the bulb. Then you put the "good" ballast into the "bad" side to check for wiring issues. Try both bulbs there. Once you've done that, you will have your answer as to what you need to do next.
