They are probably in the car for 18 and change. Foreign dealers usually mark up about 4 gs from there cost. 19 is very fare out the door. To helop you haggle, tell them you know trade in value for that car is 17 plus dealer costs so it should be at 18, and thats rounding up in their benefit. Dont go over 19500 for it out the door.
