And the part that;s making me want it... It comes with an OEM hard top.
The thing about the hard top is that I can sell it for 2500+ dollars so I'd get the car for 16,400. OR keep the hardtop because this will be my daily and will be driven through 4-6 months of Ontario winters. I also just realized I can sell the hard top to buy a winter beater instead and save my S2000 from the harsh weather

Both colors are attention getters thats for sure.
Whilst the NFR has fewer K's, it's marginally older and has the plastic rear window, which makes the Spa with a HT a much better proposition.
You do need to see them for yourself to make the decision, but on the above, I'd take the Spa.

And I why wouldn't you sell the hardtop, yet you're saying the NFR is a better buy.
So far that's 3 for the NFR(I'm assuming he's an older fellow because it's stock and has low kms) and one for the Spa.
Remember that the hardtop can be used for winter driving, or sold for a winter beater. I can even use the stock ap1 wheels for my winter wheels.
The spa after taxes, and selling the hard top and 5zigen wheels will cost me around 17,500.
The NFR after taxes will cost me 19,200.

Personally I wouldn't worry so much about mileage. I didn't when I bought my Spa AP1 and it's only had minor issues up to it's current 102K miles (bad plugs, bad cat, bad clutch master cylinder). The extra set of wheels and hardtop will be very useful if you get into AutoX or track days. And the price is lower with all these goodies. I could be wrong, but I think MY 00 had some minor issues that were resolved in MY 01, like the snap oversteer tendency.
If it were me, I'd go with the Spa. But you should buy which car suits you more.
And I'm not color biased haha. My favorite color is Silverstone with the red interior, but I couldn't find one and needed to get a car in a set time frame, so I "settled" for a Spa.

I would consider both of those to be very low mileage for their years. I think the 2001 is the better option with the extras (especially considering where you are). However, since it seems to be a younger driver and was probably either modified or even tracked a bit, you might want to get it checked out first (or at least look at the service history he/she could provide).
First and foremost though, take a drive and see it in person. You might end up liking one color over the other anyway, especially since they are both good deals.
