Different country different rules.
Kind of makes sense in a way to reduce the amount of hit and runs, if you want the car fixed, you have to have a police report, although a bit extreme if you happen to smack your car into your own garage.
This could be a communication barrier issue though and he's refering to getting the repairs covered by insurance.
Saud, can you go into more depth on this law?

Id say that it documents who is at fault and collects the insurance details identification etc for each driver. Over here if the car cannot leave the accident site under its own power the police are supposed to be involved. If it is a minor bingle they dont want to know about it.

when ever u hit something in your car....you will want to fix this
well, the new law wont allow u to fix your car (the body repair shops wont fix your car)
so what u have to do is....go to the local police station , file a report...if the acident involves two peolpe then the two people r nessesry to be there to explain to the poilice what happened , the police officer will go check the cars , then gives a document for both of us that now we can legaly fix our cars
if u hit your garage wall....well this will take a few minutes , explain to the police offecer, checks your car , and gives u the ok

this will get that number down , because if u hit a car and run for it ....u will be stuck with your car looking like shit , and u cant fix it ....so u might as well confess, and pay for the two cars
and third party insurance (the one were the insurance fixes the car u hit, and not yours) is very cheap in my country....everyone has them , so u only have to worry about fixing your car
it might be a bit of a pain , but think about it...it may help alot!
