It's nicely modded.
There's a Youtube guy (Obsessed Garage) who considered selling his - almost identical but black. Basically same mods. He said he'd list for 70k if selling. I don't think he ever listed for sale though.
60k is high but I would not be surprised if he got his asking price or very close to it. To the right buyer that knows these cars/mods there is value in those mods.
I'm pretty sure Matt (from Obsessed Garage) paid 40k for his low mileage CR in stock form.
The only downside of his mods is that the KW kit he has the older version.

The CR is much like the Integra Type-R now in terms of high returns if kept 100% OE. Obsessed Garage's CR was more or less modded like this one, but his was a YouTube celebrity and just happen to get the attention of a guy with deep pockets. I don't think this fella will be as lucky to find someone who will pay his asking.

If you actually read the ad, it says that most or all of the OE parts come with the car. Convert the car back to OE, sell the parts, and laugh at all the naysayers that would have to have their heads examined for paying such an outrageous price for a low mileage CR. You know what they say about opinions!
