i believe people are confusing the requirement to have amber reflectors in front...which is different than turn signals. see picture below...thats how my jeep looks...amber reflector that lights up when the parking lights are on and turn signals up front with the clear lens. notice that the honda fit picture above has that same amber reflector on the corner of the headlamp.

Second, NYS law is the same exact way, but the reason why you are able to have an amber bulb shine through a clear headlight is because you have an orange reflector on the side of the headlight. If your car doesn't have an amber reflector in the headlight, it must be on the front bumper. I know this because my old e46 with a sport pacakge was the same way with the clear corner lenses and the amber reflector on the bumper.

its got the hemi/gps/rear dvd player...its an awesome truck...but sucks on has mileage.
