Default License Pre-Drilled Holes

i got a fix a ticket last week and paid it today but of course i had to put the plates on to do so. well, while removing the plates one of the pre-drilled holes fell and i can see it inside the bumper. anyone had this issue before and how can i get the pre-drilled screw holders without having to remove the bumper?

Removing the bumper takes all of 5-10 minutes.

it took me a long time but i manage to get the pre-drilled brackets into the holes without having to remove the bumper and the car is all better again.

i felt like a dentist doing a root canal or a doctor removing a bullet in hole about a 1/4 of an inch in diameter. i took out my tool box of 100+, used magnets, wife's brow plucker and what ended up working was thin key O ring that i bent into a hook screwed in a screw to pull the bracket into the hole and bam it stuck....
