Sounds more to something I know from when I was leaving in south of France: if it doesn't rain for month, at the first rain, the dirt on the road makes driving like being on ice! I know to always drive very carefully in such situation until enough rain has washed the road clean. I agree with the others that this can't be hydroplaning

Get some blue tape, drive within your limits, and your car will be fine.
